Ian Lance Taylor e6ebbefaf8 net/url, net/http/httputil: accept invalid percent encodings 
Per https://url.spec.whatwg.org/#percent-encoded-bytes an invalid
percent encoding should be handled as ordinary text.

Fixes #56732
