Michael Anthony Knyszek d96e584773 [release-branch.go1.18] net: disable TestLookupDotsWithRemoteSource and TestLookupGoogleSRV 
These tests fail consistently due to a DNS change causing widespread
trybot outages.

For #56707.
Fixes #56709.
