Russ Cox 690ac4071f all: remove trailing blank doc comment lines 
A future change to gofmt will rewrite

	// Doc comment.
	//
	func f()

to

	// Doc comment.
	func f()

Apply that change preemptively to all doc comments.

For #51082.
