Ben Shi 3cfd003a8a cmd/compile: optimize ARM's math.bits.RotateLeft32 
This CL optimizes math.bits.RotateLeft32 to inline
"MOVW Rx@>Ry, Rd" on ARM.

The benchmark results of math/bits show some improvements.
