Michael Matloob 808edd5006 all: update golang.org/x/sys to v0.23.0 
Commands run (in both src and src/cmd):
    go get golang.org/x/sys@v0.23.0
    go mod tidy
    go mod vendor

This is in preparation for vendoring an updated x/telemetry it has a
requirement on x/sys v0.23.0.
