Bryan C. Mills 06f709a04a doc/go1.13: move 'go get -t' paragraph to be adjacent to 'go get -u' changes
As suggested by thepudds in CL 183630.

Also adjust the paragraph to harmonize the transitions between the
newly-adjacent paragraphs.
