As a convenience to people working on the tools,
leave Makefiles that invoke the go dist tool appropriately.
They are not used during the build.

Consequently, remove many package Makefiles,

gomake becomes 'go tool make'.
Turn off test phases of run.bash that do not work,

The "all:" target is the default for running gomake
by hand, but it is not used during the build.
The build runs make install and make test.
Save the build of maketables for the test phase
so that the packages it needs will have been
installed already.

the bash scripts and makefiles for building go didn't take into account
the fact $GOROOT / $GOBIN could both be directories containing whitespaces,
and was not possible to build it in such a situation.
this commit adjusts the various makefiles/scripts to make it aware of that
possibility, and now it builds successfully when using a path with whitespaces
as well.
