Adds simple fuzz targets to archive/tar, archive/zip, compress/gzip,
encoding/json, image/jpeg, image/gif, and image/png.
Second attempt, this time we don't use the archives in testdata when
fuzzing archive/tar, since those are rather memory intensive, and
were crashing a number of builders.

When these packages are released as part of Go 1.18,
Go 1.16 will no longer be supported, so we can remove
the +build tags in these files.
Ran go fix -fix=buildtag std cmd and then reverted the bootstrapDirs
as defined in src/cmd/dist/buildtool.go, which need to continue
to build with Go 1.4 for now.
Also reverted src/vendor and src/cmd/vendor, which will need
to be updated in their own repos first.
Manual changes in runtime/pprof/mprof_test.go to adjust line numbers.

PNG images can be paletted, where each pixel value (a uint8) indexes a
slice of colors. In terms of wire format, the PLTE chunk explicitly
contains the palette length. However, in practice, some arguably
malformed images contain pixel values greater than or equal to the
explicit PLTE length.
Go's image/png decoder accomodates such images by lengthening the
decoded image's palette if the implicit maximum is larger than the
explicit maximum. This was already done, prior to this commit, by the
"if len(paletted.Palette) <= int(idx)" lines in decoder.readImagePass.
Separately, PNG images can also be interlaced, where the final image is
the result of merging multiple partial images, also called passes. Prior
to this commit, we applied the palette lengthening to the pass images
but not the final image. This commit fixes that.

As part of #42026, these helpers from io/ioutil were moved to os.
(ioutil.TempFile and TempDir became os.CreateTemp and MkdirTemp.)
Update the Go tree to use the preferred names.
As usual, code compiled with the Go 1.4 bootstrap toolchain
and code vendored from other sources is excluded.
ReadDir changes are in a separate CL, because they are not a
simple search and replace.

The old ioutil references are still valid, but update our code
to reflect best practices and get used to the new locations.
Code compiled with the bootstrap toolchain
(cmd/asm, cmd/dist, cmd/compile, debug/elf)
must remain Go 1.4-compatible and is excluded.

Before this commit, the code declares and assigns "n" with the result of
io.ReadFull() -- but the value is not used. The variable is then reused
later in the function.
This commit removes the first declaration of "n" and declares it closer
to where it is used.

The PNG decode path attempts to handle paletted images that refer to
non-existent palette indicies. This PR fixes a corner case were images
that have exactly 255 palette colors and an IDAT chunk that references
palette index 255 produce an invalid image such that invoking At on
the pixel(s) in question causes an index out of range panic.

Add a Fuzz function to package png, under the gofuzz build
tag. This function is based on the png/png.go code, from
github.com/dvyukov/go-fuzz-corpus, modified to use direct
comparison of image bounds rather than reflect.DeepEqual.

The go repository contains a mix of github.com/golang/go/issues/xxxxx
and golang.org/issues/xxxxx URLs for references to issues in the issue
tracker. We should use one for consistency, and golang.org is preferred
in case the project moves the issue tracker in the future.
This reasoning is taken from a comment Sam Whited left on a CL I
recently opened: https://go-review.googlesource.com/c/go/+/73890.
In that CL I referenced an issue using its github.com URL, because other
tests in the file I was changing contained references to issues using
their github.com URL. Sam Whited left a comment on the CL stating I
should change it to the golang.org URL.
If new code is intended to reference issues via golang.org and not
github.com, existing code should be updated so that precedence exists
for contributors who are looking at the existing code as a guide for the
code they should write.

This change allows greatly reducing memory allocations with a slightly
performance improvement as well.
Instances of (*png).Encoder can have a optional BufferPool attached to
them. This allows reusing temporary buffers used when encoding a new
image. This buffers include instances to zlib.Writer and bufio.Writer.
Also, buffers for current and previous rows are saved in the encoder
instance and reused as long as their cap() is enough to fit the current
image row.
A new benchmark was added to demonstrate the performance improvement
when setting a BufferPool to an Encoder instance:

Ignore superfluous trailing IDAT chunks which were not consumed when decoding
the image. This change fixes decoding of valid images in which a zero-length
IDAT chunk appears after the actual image data. It also prevents decoding of
trailing garbage IDAT chunks or maliciously embedded additional images.

This change addresses an integer underflow appearing only on systems
using a 32-bit int type. The patch addresses the problem by limiting the
length of unknown chunks to 0x7fffffff. This value appears to already be
checked for when parsing other chunk types, so the bug shouldn't appear
elsewhere in the package. The PNG spec recommends the maximum size for
any chunk to remain under 2^31, so this shouldn't cause errors with
valid images.

http://www.w3.org/TR/PNG/#11IHDR says that "Zero is an invalid value".
This change only affects the decoder. The encoder already checks
non-positive instead of negative.
