The specific package we run on doesn't matter, but using unsafe will
be a lot faster than running on whatever package the working directory
is pointing at.

In CL 271297, I disabled the constantly-running upgrade check, which
removed the upgrade commands for individual dependencies. This seems to
have been a relatively popular feature. Re-introduce it, but requiring
explicit user interaction.
We now run an upgrade check when the user clicks "Check for upgrades".
Those results are stored on the View and used to show diagnostics on
any requires they apply to. Right now we only check the go.mod the user
has open; in multi-module workspaces it might make sense to check all of
them, but I'm not sure.

This change ensures that packages using exec.LookPath or
exec.Command to find or run binaries do not accidentally run
programs from the current directory when they mean to run programs
from the system PATH instead.

go/packages is documented as starting with an empty environment if
Config.Env is populated. Fixing all uses of gocommand.Invocation was a
daunting task, so add a mode flag to it instead and set it just in
go/packages.
Clean up packagesdriver.GetSizes, which seems to be completely unused?

This change modifies go/packages to use the go command's -overlay flag
if used with Go 1.16. It does so by adding a new Overlay field to the
gocommand.Invocation struct. go/packages writes out the overlay files
as expected by go list before invoking a `go list` command.

Build flags, -mod, and -modfile are all accepted by disjoint go command
verbs. Mixing them together had the effect of forcing gocommand users to
figure out which went where themselves, which was annoying and
error-prone. Add ModFlag and ModFile fields to Invocation and update all
uses to use them.
go/packages has a BuildFlags field that's bad for the same reason. Add
private modFlag and modFile fields that forward to the corresponding
Invocation fields.
imports.ProcessEnv gets the same treatment.

This CL got away from me a little.
For a number of reasons, the existing goimports API of passing in values
for various GO* values was not working. For one, the number of necessary
variables kept growing. For another, we tried to avoid calling `go env`
in GOPATH mode by using `build.Default`, but that turns out to be buggy;
see golang/go#39838. And finally, it created massive confusion about
whether the values were intended to be read from the OS environment, or
fully evaluated by the `go` command.
There are only two users of the internal imports API, so there really
shouldn't need to be more than two modes. For the command line tool, we
have to call `go env` to deal with the `go/build` bug. So we just do it.
Tests use that same path, but can augment the enviroment to set
themselves up. In contrast, `gopls` needs to fully specify the
environment. It can simply pass in the fully evaluated GO* values.
Finally, make the change I was actually here to make: propagate
GOMODCACHE and use it where appropriate.

Piped go commands cannot run concurrently, as a user may be looking at
the stdout/stderr, and we don't want to show any load concurrency
errors. We use a semaphore with a maximum number of in-flight go
commands to make sure that all running go commands have completed before
starting a piped command.

We should always go through the runner to avoid load serialization
errors. This change also updates the comments and uses pointers to
Invocations consistently. This causes a few updates throughout x/tools.
This change also results in a few modifications to the go:generate code
lenses, as they operate on directories rather than file URIs.

This change attempts to fix a concurrency error that would cause
textDocument/CodeLens, textDocument/Formatting, textDocument/DocumentLink,
and textDocument/Hover from failing on go.mod files.
The issue was that the go command would return a potential concurrency
error since the ModHandle and the ModTidyHandle are both using the
temporary go.mod file.

This change adds support for recognizing a //go:generate directive
and offering a CodeLens that will then send a "generate" command to
the server to run "go generate" or "go generate ./...". Because
"go generate" can only be executed per package, there is no need to show
the CodeLens on top of every //go:generate comment. Therefore, only the
top directive will be considered.
The stdout/stderr of the go generate command will be piped to the logger
while stderr will also be sent to the editor as a window/showMessage
The user will only know when the process starts and when it ends so that they wouldn't
get bogged with a large number of message windows popping up. However, they can
check the logs for all the details.
If a user wants to cancel the "go generate" command, they will be able
to do so with a "Cancel" ActionItem that the server will offer to the client

Over time we have accumulated a disturbing number of ways to run the Go
command, each of which supported slightly different features and
workarounds. Combine all of them.
This unavoidably introduces some changes in debug logging behavior; I
think we should try to fix them incrementally and consistently.
