Russ Cox d4b2638234 all: go fmt std cmd (but revert vendor) 
Make all our package sources use Go 1.17 gofmt format
(adding //go:build lines).

Part of //go:build change (#41184).

Clément Chigot 835f983da6 os: add AIX operating system

Ian Lance Taylor c60d6c0b43 os: on OpenBSD implement Executable using Args[0] 
OpenBSD no longer has procfs.

Based on a patch by Matthieu Sarter.

Fixes #19453.
