And then revert the bootstrap cmd directories and certain testdata.
And adjust tests as needed.

Not reverting the changes in std that are bootstrapped,
because some of those changes would appear in API docs,
and we want to use any consistently.
Instead, rewrite 'any' to 'interface{}' in cmd/dist for those directories
when preparing the bootstrap copy.

A few files changed as a result of running gofmt -w
not because of interface{} -> any but because they
hadn't been updated for the new //go:build lines.

Russ Cox f229e7031a all: go fix -fix=buildtag std cmd (except for bootstrap deps, vendor)
When these packages are released as part of Go 1.18,
Go 1.16 will no longer be supported, so we can remove
the +build tags in these files.

Ran go fix -fix=buildtag std cmd and then reverted the bootstrapDirs
as defined in src/cmd/dist/buildtool.go, which need to continue
to build with Go 1.4 for now.

Also reverted src/vendor and src/cmd/vendor, which will need
to be updated in their own repos first.

Manual changes in runtime/pprof/mprof_test.go to adjust line numbers.

Chris Stockton aff3aaa47f net: halve the allocs in ParseCIDR by sharing slice backing
Share a slice backing between the host address, network ip and mask.
Add tests to verify that each slice header has len==cap to prevent
introducing new behavior into Go programs. This has a small tradeoff
of allocating a larger slice backing when the address is invalid.
Earlier error detection of invalid prefix length helps balance this
cost and a new benchmark for ParseCIDR helps measure it.

This yields a ~22% speedup for all nil err cidr tests:

  name old time/op new time/op delta
  ParseCIDR/IPv4-24    9.17µs ± 6%    7.20µs ± 7%  -21.47%  (p=0.000 n=20+20)

  ParseCIDR/IPv6-24      68.0 ± 0%      34.0 ± 0%  -50.00%  (p=0.000 n=20+20)

Including non-nil err cidr tests gains around 25%~:

Mikio Hara dc74f51c43 net: don't enclose non-literal IPv6 addresses in square brackets
The net package uses various textual representations for network
identifiers and locators on the Internet protocol suite as API.
In fact, the representations are the composition of subset of multple
RFCs: RFC 3986, RFC 4007, RFC 4632, RFC 4291 and RFC 5952.

RFC 4007 describes guidelines for the use of textual representation of
IPv6 addressing/routing scope zone and doesn't prohibit the format for
implementation dependent purposes, as in, specifying a literal IPv6
address and its connected region of routing topology as application
user interface. However, a non-literal IPv6 address, for example, a
host name, with a zone enclosed in square brackets confuses us because
a zone is basically for non-global IPv6 addresses and a pair of square
brackets is used as a set of delimiters between a literal IPv6 address
and a service name or transport port number.

To mitigate such confusion, this change makes JoinHostPort not enclose
non-literal IPv6 addresses in square brackets and SplitHostPort accept
the form "host%zone:port" to recommend that anything enclosed in
square brackets should be a literal IPv6 address.

Before this change:
	JoinHostPort("name%zone", "80") = "[name%zone]:80"
	JoinHostPort("[::1%zone]", "80") = "[::1%zone]:80"
	SplitHostPort("name%zone:80") = "", "", "address name%zone:80: missing brackets in address"
	SplitHostPort("[name%zone]:80") = "name%zone", "80", nil
	SplitHostPort("[::1%zone]:80") = "::1%zone", "80", nil

After this change:
	JoinHostPort("name%zone", "80") = "name%zone:80"
	JoinHostPort("[::1%zone]", "80") = "[::1%zone]:80"
	SplitHostPort("name%zone:80") = "name%zone", "80", nil
	SplitHostPort("[name%zone]:80") = "name%zone", "80", nil // for backwards compatibility
	SplitHostPort("[::1%zone]:80") = "::1%zone", "80", nil

Also updates docs and test cases on SplitHostPort and JoinHostPort for
clarification.

Joe Tsai 3ef0e8f823 net: remove parsing of negative decimals in IPv4 literal
https://golang.org/cl/27206 fixed the dtoi function such that
it now properly parses negative number. Ironically, this causes
several other functions that depended on dtoi to now (incorrectly)
parse negative numbers.

For example, ParseCIDR("-1.0.0.0/32") used to be rejected prior to the
above CL, but is now accepted even though it is an invalid CIDR notation.
This CL fixes that regression.

We fix this by removing the signed parsing logic entirely from dtoi.
It was introduced relatively recently in https://golang.org/cl/12447
to fix a bug where an invalid port was improperly being parsed as OK.
It seems to me that the fix in that CL to the port handling logic was
sufficient such that a change to dtoi was unnecessary.

Russ Cox 222b23aae9 net: make LookupIP("1.2.3.4") behavior consistent
To date, the behavior has depended on whether we're using cgo and
in turn what the host resolver does. Most host resolvers will "resolve"
IP addresses, but the non-cgo pure Go path has not.
This CL makes resolution of IP addresses always work, even if we're not using cgo
and even if the host resolver does not "resolve" IP addresses.

Mikio Hara 055ecb7be5 net: fix inconsistent errors
These a series of changes fix inconsistent errors on the package net
APIs. Now almost all the APIs return OpError as a common error type
except Lookup, Resolve and Parse APIs. The Lookup, Resolve and Parse
APIs return more specific errors such as DNSError, AddrError or
ParseError.

An OpError may contain nested error information. For example, Dial may
return an OpError containing a DNSError, AddrError, unexposed type/value
or other package's type/value like the following:
	OpError{/* dial info */, Err: &DNSError{}}
	OpError{/* dial info */, Err: &AddrError{}}
	OpError{/* dial info */, Err: <unexposed type or value>}
	OpError{/* dial info */, Err: <other package's type or value>}

and Read and Write may return an OpError containing other OpError when
an application uses io.Copy or similar:
	OpError{/* for io.Reader */, Err: &OpError{/* for io.Writer */}}

When an endpoint is created for connection-oriented byte-stream
protocols, Read may return an io.EOF when the connection is closed by
remote endpoint.
