This is mostly Russ's https://golang.org/cl/12145 but with some extra fixes to account for the fact that function declarations without implementations now break shared libraries, and including my test case. Michael Hudson-Doyle	a1858e9cf0	cmd/go: rebuild stale shared objects before linking against them. ... This changes the action graph when shared libraries are involved to always have an action for the shared library (which does nothing when the shared library is up to date).
