'gopls help cmd...' is redirected to 'gopls cmd... -h'.
The tool.Run operation for each subcommand already has
logic to show the usage message when it parses a -h flag.
Examples:

$ gopls help remote sessions

Add -json flag to output in JSON format.
Include the Go version info
- go1.18: runtime/debug.BuildInfo.GoVersion
- pre go1.18: runtime.Version
Restructure ServiceVersion so we embed info from
runtime/debug.BuildInfo. Instead of directly using
runtime/debug.BuildInfo, we use our own BuildInfo type.
That allows:
for go1.17 or older versions, we can add GoVersion.
for go1.18, we can drop MarshalText that prevents
JSON encoding other languages and human can understand
(golang/go#51026)

Sometimes, we may want to report progress from functions inside of the
cache package, so move the progress tracker to the session to allow for

Add a "licenses" command that shows the licenses of included software.
As special cases, we print the Go license first, and the LSP
specification license second since we bundle a Go version of it.

Combine the generation of the API json with the generation of the
documentation. This cuts out a step from the generation process, and
allows us to depend on third-party modules. Use litter to print a
composite literal instead of JSON text, which will diff and merge much
better.
The only real drawback is that you have to "go run" from the gopls
module to avoid adding the extra deps to tools.
Sorry about the copy and paste; there's relatively little actual code
change, just a bit in doMain and rewriteAPI.

Enable documentation for Debugging options, code lenses, and LSP
commands.
See the comment in loadCommands; reading comments off a composite
literal is annoying. If the documentation were available at runtime this
would be much easier, and we should probably switch to that at the first
sign of trouble.

gopls has many settings. We want to automatically generate
documentation, and we want to allow clients to perform their own
validation if they so desire.
Using all three of AST, type information, and reflection, generate a
JSON description of the settings and their default values. Add a gopls
command that prints it. Add a documentation generator that uses it to
write settings.md.
I assumed that everything not explicitly documented was experimental,
and moved it into that section. I also moved expandWorkspaceToModule to
experimental; I hope it's not long for this world, personally.
Along the way, rename many fields, make the enum matching case
insensitive, and add a stringer call so that the defaults print nicely.

For debugging purposes, we print the output of `go env` on start. Now,
we print a view-specific `go env`, which will helps us when debugging
multi-project workspaces. Additional information included: the folder of
the view, if the view has a valid build configuration, and the build
flags for the view.

"x/tools/gopls" appears to be the currently used prefix for gopls
issues. Make "gopls bug" use this prefix instead of just "gopls" to
avoid needing to edit titles before/after submitting.
