golang.org/cl/258957 dropped 387 support, and golang.org/cl/260017
implements GO386=softfloat, so use it instead.
While at it, also cleanup things related to nacl.

Linking cmd for android requires a cross-compiling toolchain,
which is not standard fare.
Skip it, and trust that the other platforms will pick up the slack.

This fixes several issues:
* The ls sed hackery generates GOARCH values mipsx and mipsxle,
instead of mips, mips64, mipsle, and mips64le.
* It removes the dependence on the 9 command.
* It marginally increases readability.

This CL copies rsc.io/toolstash verbatim at commit
7508e1dd47d11b2fc45f544415e014e4f25d3f95
to golang.org/x/tools/cmd/toolstash.
There are no code changes to adapt it
to its new home; those will happen in a follow-up CL.
rsc.io/toolstash will be updated to contain only
a README and a doc.go redirecting readers.
