Russ Cox 5fef6fdaed cmd: gofmt 
Gofmt to update doc comments to the new formatting.

(There are so many files in x/tools I am breaking up the
gofmt'ing into multiple CLs.)

For golang/go#51082.

Follow the conventions here:

Andrew Gerrand ce4c627192 go.tools/cmd/cover: move docs to separate doc.go 
The doc.go files will be copied into the binary distributions'
source tree that "godoc cover" works.
