Implement special case handling and testing to ensure

Brian Kessler d774d979dd math/cmplx: disable TanHuge test on s390x
s390x has inaccurate range reduction for the assembly routines
in math so these tests are diabled until these are corrected.

Brian Kessler 70dc28f766 math/cmplx: implement Payne-Hanek range reduction
Tan has poles along the real axis. In order to accurately calculate
the value near these poles, a range reduction by Pi is performed and
the result calculated via a Taylor series.  The prior implementation
of range reduction used Cody-Waite range reduction in three parts.
This fails when x is too large to accurately calculate the partial
products in the summation accurately.  Above this threshold, Payne-Hanek
range reduction using a multiple precision value of 1/Pi is required.

Additionally, the threshold used in math/trig_reduce.go for Payne-Hanek
range reduction was not set conservatively enough. The prior threshold
ensured that catastrophic failure did not occur where the argument x
would not actually be reduced below Pi/4. However, errors in reduction
begin to occur at values much lower when z = ((x - y*PI4A) - y*PI4B) - y*PI4C
is not exact because y*PI4A cannot be exactly represented as a float64.
reduceThreshold is lowered to the proper value.

This reverts CL 169501.

Reason for revert: The new tests fail at least on s390x and MIPS. This is likely a minor bug in the compiler or runtime. But this point in the release cycle is not the time to debug these details, which are unlikely to be new. Let's try again for 1.15.

Robert Griesemer 41b9e99d5b cmd/gofmt: fix normalization of imaginary number literals
The old code only normalized decimal integer imaginary number
literals. But with the generalized imaginary number syntax,
the number value may be decimal, binary, octal, or hexadecimal,
integer or floating-point.

The new code only looks at the number pattern. Only for decimal
integer imaginary literals do we need to strip leading zeroes.
The remaining normalization code simply ignore the 'i' suffix.
As a result, the new code is both simpler and shorter.

Brad Fitzpatrick 3813edf26e all: use "reports whether" consistently in the few places that didn't
Go documentation style for boolean funcs is to say:

    // Foo reports whether ...
    func Foo() bool

(rather than "returns true if")

This CL also replaces 4 uses of "iff" with the same "reports whether"
wording, which doesn't lose any meaning, and will prevent people from
sending typo fixes when they don't realize it's "if and only if". In
the past I think we've had the typo CLs updated to just say "reports
whether". So do them all at once.

(Inspired by the addition of another "returns true if" in CL 146938
in fd_plan9.go)

Brian Kessler 802a8f88a3 math/cmplx: use signed zero to correct branch cuts
Branch cuts for the elementary complex functions along real or imaginary axes
should be resolved in floating point calculations by one-sided continuity with
signed zero as described in:

"Branch Cuts for Complex Elementary Functions or Much Ado About Nothing's Sign Bit"

And as described in the C99 standard which is claimed as the original cephes source.

Sqrt did not return the correct branch when imag(x) == 0. The branch is now
determined by sign(imag(x)).  This incorrect branch choice was affecting the behavior
of the Trigonometric/Hyperbolic functions that use Sqrt in intermediate calculations.

Asin, Asinh and Atan had spurious domain checks, whereas the functions should be valid
over the whole complex plane with appropriate branch cuts.

Mohit Agarwal 5a9549260d math/cmplx: prevent infinite loop in tanSeries
The condition to determine if any further iterations are needed is
evaluated to false in case it encounters a NaN. Instead, flip the
condition to keep looping until the factor is greater than the machine
roundoff error.

Brad Fitzpatrick 5fea2ccc77 all: single space after period.
The tree's pretty inconsistent about single space vs double space
after a period in documentation. Make it consistently a single space,
per earlier decisions. This means contributors won't be confused by
misleading precedence.

This CL doesn't use go/doc to parse. It only addresses // comments.
It was generated with:
