We don't know whether this failure is due to a Go bug or a platform
bug, so we'll skip it on the one builder to reduce noise, but not the
GOOS/GOARCH as a whole. If we do not observe failures on other
windows/arm64 builders, we can perhaps chalk it up to a platform bug.
If we do observe failures on other builders, then we'll have more data
to investigate with.

Fix several tests that were failing at CL 368254 due to inconsistent
formatting of standard library types across Go versions. Generally this
is addressed by replacing interface{} with any, though the mechanism
varies.
Where possible, prefer to update the test data to accurately reflect
1.18 formatting.

Go 1.17 adds the unsafe.Add and unsafe.Slice functions, which causes the
guru describe assertions about unsafe to either fail at 1.17 or fail at
earlier Go versions.
This is causing the longtest builds to break.
Remove them for now. If we remember, we can add them back once we no
longer support 1.16.

More of the golang.org website content has moved from the Go tree to
the x/website repository in CL 291711, resulting in broken links or
otherwise missing resources in godoc. None of it is affecting godoc's
core functionality, but it's good to fix broken links, so link to the
resources served by golang.org for now.
If it becomes important to make these resources available while godoc
is running offline, that can be done later. (It will be easier once
we can start relying on //go:embed for all supported Go versions.)
Include a local copy of a favicon.ico since the one in Go root is no
longer there as of CL 300549.

The /share registration is not needed by programs like
talks and blog, only by golang.org, so installing it by default
is unnecessary and perhaps more exposure than people running
those servers intend.
Add Proxy to allow recreating the /share registration (unlikely)
or installing the proxy on an alternate mux (more likely).

The go/types fix for golang/go#44515 changed the type string for unsafe.Pointer
from a fixed "unsafe.Pointer" to a customizable package path followed
by "Pointer" (the customization was in place for any other object already).
The package path customization is done through a user-provider types.Qualifier
function. If none is provided, the ordinary package path is used ("unsafe").
Guru provides a package-relative qualifier which leaves away the package
path if an object is local to a package. As a result, unsafe.Pointer is
printed as "Pointer" which breaks an existing test.
Provide no qualifier function when printing a type from package unsafe
instead (there's only unsafe.Pointer). Since no qualifier was used in
the past, this Guru-specific change will also work when run using earlier
Go versions.

Adapted the script that I used to automatically add copyright notices
into a test that all files in the repository currently have appropriate
copyrights. Caught a few typos and extra spaces, which I decided to fix

CockroachDB has yet again hit the limit of ACTSIZE. Following the

Add more information to the output of stress.
Prior to this change, stress printed lines like:
8288 runs so far, 2 failures
After this change, stress prints lines like:
1m5s: 8288 runs so far, 2 failures (0.02%)
I've found the timing information to be helpful in that it helps
me anticipate how long a new stress run might take to reach some
number of iterations I've deemed necessary to convince myself
that a bug has been fixed.
I've found the % failure to be helpful when there are multiple failures;
I can use them to gauge whether I've made the test more reliable.
I've been using this patch for a while and found it helpful
on numerous occasions, so I figured I should upstream it.

For "toolstash -cmp", run builds with "-S=2" as opposed to just "-S".
The additional output from "-S=2" includes aux data (including DWARF
symbols) and ABIs for function symbols, both of which are potentially
important for comparison purposes.

CL 239754 eagerly initialized the environment. This turns out to be a
problem for gopls, which calls ApplyFixes with no ProcessEnv.
Reinitializing it every time seriously harmed the performance of
unimported completions. Move back to lazy initialization.
Working with invalid options has caused a lot of confusion; this is only
the most recent. We have to maintain backwards compatibility in the
externally visible API, but everywhere else we can require fully
populated options. That includes the source byte slice and the options.
LocalPrefix is really more of an Option than an attribute of the
ProcessEnv, and it is needed in ApplyFixes where we really don't want to
have to pass a ProcessEnv. Move it up to Options.

The existing flag parsing logic doesn't initialize a ProcessEnv struct,
which results in a nil dereference when trying to access the LocalPrefix
property. The fix is to initialize the default options with an initialized
ProcessEnv.

This CL got away from me a little.
For a number of reasons, the existing goimports API of passing in values
for various GO* values was not working. For one, the number of necessary
variables kept growing. For another, we tried to avoid calling `go env`
in GOPATH mode by using `build.Default`, but that turns out to be buggy;
see golang/go#39838. And finally, it created massive confusion about
whether the values were intended to be read from the OS environment, or
fully evaluated by the `go` command.
There are only two users of the internal imports API, so there really
shouldn't need to be more than two modes. For the command line tool, we
have to call `go env` to deal with the `go/build` bug. So we just do it.
Tests use that same path, but can augment the enviroment to set
themselves up. In contrast, `gopls` needs to fully specify the
environment. It can simply pass in the fully evaluated GO* values.
Finally, make the change I was actually here to make: propagate
GOMODCACHE and use it where appropriate.

Accepting Markdown in present is nice, but the job isn't done unless we
actually convert all our existing blog files to the new format. Otherwise we
have two different kinds of files to understand when working in that
directory. This tool lets us mechanically convert all the existing blog articles.
