syscall: use SYS_SETRLIMIT in //sysnb setrlimit1 on linux/arm64

Otherwise the setrlimit1 wrapper would be generated using the inexistent
SYS_GETRLIMIT1 syscall number.

This was likely missed in CL 476097.
